[MAC] The Windows that are behind the editor are not brought to the front when using Window > Bring All To Front
How to reproduce:
1. Create a new Project
2. Open the Project Settings Window
3. Resize the Editor Window so it is not Full Screen
4. Resize the Project Settings Window and move it, so it goes outside the Editor Window
5. Click on the Editor Window
6. Click Window > Bring All To Front
Expected Behavior: The Project Settings Window is brought to the front
Actual Behavior: The Project Settings Window is not brought to the front
