[Mac] ShortcutManager ignores Shift/Option modifier
1. Create a new project
2. Open the ShortcutManager
3. Try binding Shift+P key combination on any shortcut
4. Try binding Option+P key combination on any shortcut
Expected result: Key combinations are set with modifier keys
Actual result: Keys are assigned without modifiers or are not able to finish binding at all
Reproducible with: 2020.1.0a11, 2020.3.34f1, 2021.3.2f1, 2022.1.0f1, 2022.2.0a12
Not reproducible with: 2019.4.38f1, 2020.1.0a9
Notes:
-shortcuts made with the Shift modifier in earlier versions are still working in later versions, but new shortcuts cannot be made
