[Mac] Mouse input jumps by a large number at the end of movement
Steps to reproduce:
1. Open attached project
2. Run "Test" scene
3. Move mouse and observe the jump (the exact representation of what happens can be seen in a user submitted video)
Actual result: mouse input randomly spikes and causes a stutter effect
Expected result: no random big spikes in mouse input values
Reproduced with: 2018.1.0b4, 2018.1.0b6
Not reproduced with: 2018.1.0a1, 2018.1.0a7, 2018.1.0b3
