LWRP VR template is missing when creating a new project
Steps to reproduce:
1. Open Unity Hub
2. Click "New"
3. Set latest 2019.1 or 2019.2 Unity Version
4. Click on the Templates dropdown
Expected result: list includes "VR Lightweight RP"
Actual result: option is missing
Reproduced on 2019.1.0b2, 2019.1.0b3, 2019.1.0a4, 2019.2.0a5
Not reproduced on 2019.1.0b1, 2019.2.0a3
