[URP][Mobile][VR] Building project from VR Universal RP template results in black screen

Steps to reproduce:
1. Open user attached project
2. Build & Run on Android device
3. Observe that a black screen is displayed

Expected result: LWRP VR project should be properly displayed

Reproduced in: 2018.3.0a11, 2018.2.4f1, 2018.1.9f1, 2018.1.0b1, 2018.1.9f2 on Cardboard and Daydream
Not Reproduced in: 2018.3.14f1, 2018.4.1f1, 2019.1.0a1, 2019.1.5f1, 2019.2.0b4, 2019.3.0a3

    For those, who face Black Screen problem in Google VR and LWRP in unity 2019. Following thing worked for me.
    1. I used HelloVR Scene from Google VR SDK in untiy
    2. In Hierarchy, delete or disable GvrInstantPreviewMain GameObject.
    thats all.

    Same issue with 2019.1.1f1, LWRP 5.7.2, cardboard SDK and xperia Z2.

    Tested in 2019.1.0b8
    LWRP VR cardboard works in a galaxy S9 but in a galaxy s5 shows the black screen

    Am a bit concerned about the behaviour on my devices now that SinglePass DoubleWide is active.
    Had a Samsung S5 running KitKat and had no trouble running anything in it (even gamma and GLES 2 were active).
    The phone broke and I bought the same model, it came upgraded with Nougat and since then I have a black screen.

    Running on:
    Unity 2018.3.6.f1
    LWRP 4.9.0
    GoogleVR 1.190.1
    Samsung S5 G900F on Android Nougat 6.0

    Had tried kepping all settings untouched apart for linear/gamma (single/multi-pass is locked by the new LWRP version)
    I may try to go on 2019.1b but It doesn't make me feel safe.

    I got the same thing with LWPR 3.0.0preview. tried 3.3.0 nothing changed.
