[XR][URP] Right eye is not rendered when using URP in Oculus mobile/desktop apps

2. Build to Android
Expected result - SampleScene is shown, no flickering is seen
Actual result - Sample Scene is shown, right eye flickering is seen
Reproducible with - 2019.1.0a14, 2018.3.1f1
