[LWRP] Inspector Window is being repainted when using the Material with Emission enabled and set to black (0,0,0)
How to reproduce:
1. Open attached project ("lwrp-material-lag.zip")
2. Open the Scene "Bug"
3. Select "Rock Type1 02" in the Hierarchy
4. In the Inspector, expand the Material menu.
Expected result: Inspector Window does not get repainted continuously
Actual result: Inspector Window does get repainted continuously
Reproducible with - 2018.3.8f1, 2019.1.0b6, 2019.2.0a7
Not reproducible with - 2017.4 (No package manager)
Package versions: 4.10.0, 5.2.3, 5.3.1, 5.6.1
