[LWRP] FBX Assets lose their materials when importing the assets into a LWRP project

How to reproduce:
1. Create a new LWRP project
2. Download and import the attached textures folder(Textures.rar)
3. Download and import the attached fbx model(SM_StallCook2.rar)

Expected result: the model retains material references after being imported
Actual result: the model has lost its materials after being imported

Reproducible with Unity versions: 2019.1.0b4 LWRP 5.3.1, 5.6.1
Not reproducible with package versions: 2019.1.0b4 LWRP 5.2.3

    Still happens on Unity 2019.2
