[LWRP] Changing render scale in runtime has no effect since LWRP 3.3.0
Steps to reproduce:
1. Open attached project with lwrp 4.0.0 or higher
2. Play the scene
3. Observe that render scale changed in runtime has no effect
Reproduced in: 2019.1.0a10, 2018.3.0f1, 2018.2.18f1
Reproduced in: 5.2.1, 4.1.0, 4.0.0, 3.3.0
No repro in: 3.1.0, 3.0.0, 2.0.6
Regression since: 3.3.0
