Locked Inspector window settings values are changed after updating another Inspector window
Steps to reproduce:
1. Download attached project
2. Open two Inspector windows
3. Select DLL in "Dlls" folder and lock one of the Inspector window
4. Select another DLL in "Dlls\x64" folder
5. Change platform settings in one of the Inspector windows
Results: plugin's settings are changes in another Inspector window.
Reproduced with: 2019.2.0a5, 2019.1.0b3, 2018.3.6f1, 2017.4.20f1

- Issue reproducible with DLL settings on UWP, IOS platforms
