[Localization] Unable to check if RegisterChangeHandler is null when using LocaliseStringEvent
How to reproduce:
1. Open the attached project "RegisterHandler"
2. Look at the Console window
Expected result: No error is thrown, a boolean value is successfully received from "if (RegisterChangeHandler == null)"
Actual result: An error message "The name 'RegisterChangeHandler' does not exist in the current context" is seen in the Console
Reproducible with: 0.4.0-preview (2018.4.25f1), 0.7.1-preview (2019.4.4f1, 2020.1.0f1, 2020.2.0a18)
