[Localization] Export XLIFF generates table with Notes node when notes are not added
How to reproduce:
1. Open attached "Localization_XLIF_export_bug.zip" project
2. Select Window/Asset Management/Localization Tables
3. In the Localization Tables window, select the More menu (⋮) and Export/XLIFF
4. In the Export XLIFF window, select Source Language
5. Select Export Selected and select Assets/Exported folder as the destination
6. Navigate to Assets/Exported and open Exported XLIFF_en-US.xlf file
7. Observe the notes label
Expected result: Notes label is not generated
Actual result: Notes label is generated
Reproducible with: 0.9.0-preview(2019.4.16f1, 2020.1.16f1, 2020.2.0f1, 2021.1.0a8) XLIFF format version 2.0
Not reproducible with: 0.9.0-preview(2019.4.16f1, 2020.1.16f1, 2020.2.0f1, 2021.1.0a8) XLIFF format version 1.2
Could not test with: 2018.4.29f1(could not downgrade)
