[Localization] Arguments are not shown in the Build when they are localized
How to reproduce:
1. Open user's attached "gunsport" project
2. Open Build Settings (File->Build Settings...)
3. Remove all the Scenes in Scenes In Build section except Content/Scenes/Menu
4. Press Build And Run
5. Once the Build is running press enter to continue to the main menu
6. In the main menu select "Options" and press enter
Expected result: "Music" and "SFX" values are shown
Actual result: "Music" and "SFX" values are not shown
Reproducible with: 0.6.0-preview, 0.6.1-preview (2019.3.0b5, 2019.3.15f1, 2020.1.0b9, 2020.2.0a12)
Could not test with: 0.2.1-preview, 0.5.1-preview because of CS0029 error, 2017.4.40f1, 2018.4.23f1, 2019.3.0b4 because of namespace errors
