Local Volumetric Fog icon in the Inspector window is hardly visible when Editor theme is set to Light
*Steps to reproduce:*
1. Create new project using empty HDRP Template
2. Make sure Editor theme is set to Light
3. Create Local Volumetric Fog in Hierarchy window (Rendering > Local Volumetric Fog)
4. Observe the Local Volumetric Fog icon in the Inspector window

*Actual results:* Local Volumetric Fog icon is hardly visible in the Inspector window when Editor theme is set to Light
*Expected results:* Local Volumetric Fog icon is visible in the Inspector window when Editor theme is set to Light

*Can’t test with versions:* 6000.2.3f1 (different icon)
