Local fullscreen mode setting on Samsung devices is overriden by editor when render outside safe area setting is disabled
Reproduction steps:
1. Create a new project or open an existing one
2. Disable "Render outside safe area" setting in Edit -> Project Settings -> Player -> Resolution and Presentation
3. Build and install on Android
4. Enable fullscreen for the app (Settings -> Display -> Full screen apps)
5. Open the built project
Expected result: Notch is visible on the built project
Actual result: Notch is hidden on the built project

Render outside safe area setting is not available on Unity 2017.4, therefore, the issue is not reproducible.
