local cache server fails with connection error

-

-e: when enabling the local cache server the editor fails to connect to it throwing errors
--this worked well in the dev-branch

-repro:
--create new unity project
--to to Preferences > Cache Server
--enable "local" cache server
--open build settings
--switch to another platform
--NOTICE connection errors being thrown

    Connect to CacheServer
    Server Came alive after 150ms
    Couldn't connect to Cache Server.
    Could not receive reply from cache server.

    5.5.0p3 exhibits this... so... not fixed then?

    Unity 5.5.0f3 (64-bit) Windows environment Don't work.

    Couldn't connect to Cache Server.
    Unable to connect to host localhost:63623.

    rejected by the target computer.

    Working fine on Mac environment, but it seems the problem still reproduce in Windows environment even with firewall disabled.
