[Linux] Vsync does not work correctly in Game View when using OpenGL
Reproduction steps:
1. Create a new URP project
2. In the Game View window, click “Stats” to display FPS
3. Make sure VSync is turned off
4. Enter the Play Mode
5. Observe the FPS
6. Enable Vsync
7. Enter the Play Mode
8. Observe the FPS
Expected results: OpenGL FPS with Vsync turned off is higher than with Vsync turned on
Actual results: OpenGL FPS with Vsync turned off has a consistent 60 FPS as if Vsync was turned on
Reproduced with: 2021.3.45f1, 2022.3.51f1, 6000.0.25f1, 6000.1.0a2
Reproduced on: Ubuntu 22.04, Ubuntu 24.04
Notes:
- 2021.3.45f1: Vulkan FPS with Vsync turned on is the same as if Vsync was turned off
