[Linux] Tile placement mouse events persist when the cursor leaves Scene View
Steps to reproduce:
1. Open the attached project
2. Open SampleScene.unity and select the Tilemap game object
3. Open the Tilemap Editor (Window>2D>Tile Palette) and dock it somewhere
4. Select the New Palette tile palette from the dropdown
5. Select any tile and move the mouse to any other window (Hierarchy, Project, etc)
6. The tile placement preview remains active even though the mouse cursor is active in a different window
Expected result: the tile stops being moved around
Actual result: the tile is moving with the mouse cursor regardless of which window the cursor is in
Reproducible with: 2023.1.0a5, 2023.2.0a4
Not reproducible with: 2023.1.0a4
Note: the attached video does not show the mouse cursor, but it is being moved inside the Hierarchy window
