[Linux] The perspective changes slower when quickly scrolling in the Scene View
Reproduction steps:
1. Create a new project
2. Change the view in the Scene View by slowly scrolling up/down
3. Change the view in the Scene View by quickly scrolling up/down
Expected result: Both quick and slow scrolling should move the perspective at the same ratio
Actual result: By scrolling slowly you can move the perspective more than by scrolling quickly
Reproducible with: 2021.3.27f1, 2022.3.2f1, 2023.1.1f1, 2023.2.0a19
Reproducible on: Ubuntu 22.04
Not reproducible on: Windows 10
