[Linux]Key Pad arrows change active window instead of changing the position of the text cursor with NumLock turned off
How to reproduce:
1. Open attached project "KeysAndLayouts.zip"
2. Enter "abc" in a the Search bar
3. Make sure Num Lock is off
4. Press the "4" button
Expected result: Text cursor moves to the left
Actual result: The active window is changed instead of text cursor moving to the left
Reproducible with - 2019.4.28f1, 2020.3.14f1, 2021.1.15f1, 2021.2.0b4, 2022.1.0a3
Not reproducible with - 2018.4.36f1
