[Linux] Input System does not register some keys when using international keyboard layouts in standalone builds and playmode
Reproduction steps:
1. Open the attached “BugRepro” project
2. Open the “Scenes/SampleScene” Scene
3. Enter the Play Mode
4. Press the key between “Left Shift” and “Z” keys
5. Observe the console
--OR--
- Build the project instead of entering playmode. Then run the standalone executable.
Expected result: "OEM# pressed!" is printed to the console
Actual result: No message is printed out
Reproducible with: 2021.3.39f1, 2022.3.33f1, 6000.0.5f1
Reproducible on: Ubuntu 24.04, Ubuntu 20.04 (user)
Not reproducible on: Windows 10
