[Linux] Input.mouseScrollDelta is inconsistent when limiting framerate
Reproduction steps:
1. Open the attached “BugRepro” project
2. Open the “Assets/Scenes/SampleScene.unity” scene
3. Enter the Play Mode
4. Scroll inside Game View
5. Observe inconsistent scaling changes
6. Exit the Play Mode
7. Open the “Assets/MouseScrollScale.cs”
8. Comment out line 9
9. Repeat steps 2-4
10. Observe smooth scaling changes
Expected results: Cube scales smoothly with “Application.targetFrameRate = 60“
Actual results: Cube scales inconsistently, with stutters with “Application.targetFrameRate = 60”
