Linux Editor window shrinks when switching layouts
How to reproduce:
1. Create a new project
2. Make sure the Editor window isn't maximized
3. Switch between layouts several times
Expected result: The Editor window's size remains the same
Actual result: The Editor window shrinks vertically
Reproducible with: 2018.4.31f1, 2019.4.20f1, 2020.2.4f1, 2021.1.0b5, 2021.2.0a4
Notes:
1. Reproducible on Ubuntu 18.04
2. Not reproducible on Windows 10
3. Doesn't reproduce when the Editor is maximized

Resolution Note (2021.2.X):
An upcoming fix will provide some relief, though the vertical size will still shrink slightly (by one menubar) when changing layouts. This is something we'd like to handle later when we do more comprehensive windowing changes.
