[Linux][2021.3] Editor can't open or create projects on Ubuntu 23.10
Reproduction steps:
1. Create a new project
Expected results: A new Unity Editor project is created
Actual results: Unity Editor is stuck on "Initial Database Refresh" or "Importing Assets"
Reproducible with: 2021.3.32f1, 2022.2.0a11
Not reproducible with: 2022.2.0a12, 2022.3.12f1, 2023.1.18f1, 2023.2.0b16, 2023.3.0a11
Reproducible on: Ubuntu 23.10
Not reproducible on: Ubuntu 23.04, Ubuntu 22.10, Ubuntu 22.04

I have the same issue after upgrading from ubuntu 23.4 to 23.10

Latest issues

Resolution Note:
Unity 2021.3 supports Ubuntu 18.04 and 20.04, therefore Ubuntu 23.10 is not officially supported.

Or consider upgrading to Unity 2022 to use with later Ubuntu versions.
