Light's Culling Mask does not work with Scriptable Renderer Feature when having only one Culling Mask
How to reproduce:
1. Open the user’s attached project
2. Open the Game window and observe the Cube
3. In the Hierarchy window select the “Direction Light” GameObject
4. In the Inspector window open the “Culling Mask” dropdown and add “UI”
5. Observe the Cube
Expected result: Cube is lit when having one Culling Mask
Actual result: Cube is not lit when having one Culling Mask
Reproducible with: 10.10.0 (2020.3.40f1), 12.1.7 (2021.3.11f1), 13.1.8 (2022.1.17f1), 14.0.3 (2022.2.0b8), 15.0.1 (2023.1.0a11)
Reproduced on: macOS 12.4 (Intel)

Resolution Note:
The light is not set up with the light culling given by the renderer feature for the universal renderer's forward lights(Set up internally inside the renderer loop).
One solution is to use camera stacking instead of the renderer feature.
