[LightProbeProxyVolume] LPPV does not work on DirectX9
Light Probe Proxy Volume does not work in DirectX 9.
Repro Steps:
1) Open attached project
2) Run Builds/LPPV_DX9.exe (will load in DX11)
3) Run same build from CMD with argument "-force-d3d9"
4) Observe lack of LPPV
