Lightmap substractive mode and mixed point lights without shadows don't bake direct lighting
To reproduce:
1) Open attached project and scene
2) Rebake lighting
3) Check both lights and their surroundings
Expected: They look identical ignoring the lack of shadows
Actual: The shadowless light doesn't have direct lighting baked
Reproduced in 2018.1.0f2, 2018.2.0b4
Inconclusive in 2017.2.2p4 (Both lights don't have direct lighting)
