Lighting Window does not update when active scene is changed
How to reproduce:
1. Open the attached project
2. Load both Scene A and Scene B
3. Open the Lighting window
4. Set Scene B active
Actual result: The Lighting tab is still showing settings for Scene A.
Expected result: The Lighting tab should reload settings for Scene B.
Reproducible with: 2018.2.0a1, 2018.1.0b7, 2017.3.1p1, 2017.2.1p4, 2017.1.3p1, 5.6.5f1.
