Light source still produces soft shadows on Android even when ShadowQuality.HardOnly parameter is set
To reproduce:
1. Open my attached project (ShadowQualityBug.zip)
2. make sure Android is selected as a platform
3. In scene test_grass, enter Play mode
Expected: if shadow quality is set to hard only, switching Light shadows to soft still results in hard shadows
Actual: if shadow quality is set to hard only, switching shadows to soft results in soft shadows
Reproduced in: 2017.4.13f1, 2018.1.9f2, 2018.2.13f1, 2018.3.0b6, 2019.1.0a5
Note: correct behavior can be observed when platform is set to Standalone
