Light hashing is always done even when GI is off, causing performance slowdown
To reproduce:
1. Open attached project
2. Build and run win standalone with profiler attached
3. Check cpu profiler
4. Notice ElightenRuntimeManager taking 0.2-0.3s even though GI is disabled
Performance cost increases with amount of pixel lights in scene.
