Legacy Sprite Packer window's button and instructions are outdated
How to reproduce:
1. Open new Unity project
2. Go to Window -> 2D -> Sprite Packer
3. Press "Open Project Editor Settings" button
Expected result: Button opens settings tab
Actual result: Button print out an error message to the console
Reproducible with: 2018.3.0a4 (09d093d4c7ae)
Not reproducible with: 2017.4.6f1 , 2018.1.7f1, 2018.2.0b11, 2018.3.0a3
Note: This is most likely because project setting got transferred to Edit -> Settings from Edit -> Project Settings
