Legacy animation generates different keyframes compared to mecanim
Steps to reproduce:
1) open attached project
2) open scene 'demo'
3) play the scene and observe expected behavior (feet are solid)
4) exit play mode
5) enable legacy animation component and disable Animator
6) play scene
Actual: feet tremble in legacy animation
Expected behavior: feet does not tremble
Reproduced: 4.7.0f1, 5.0.4f1, 5.1.3p3, 5.2.4f1, 5.3.1p3, 5.4.0b3
