LayoutGroup stops multiple Canvases from rendering at the same time
How to reproduce:
1. Open the user-submitted project and open the "SampleScene"
2. Disable the "Panel" object under GameUI -> Canvas -> Bottom Canvas
3. Enable the "Image" object under GameUI -> Canvas -> Top Canvas
4. Re-enable the "Panel" object again
Expected result: both canvas objects are visible
Actual result: the "Panel" object is invisible
Reproduced in: 2019.1.0a1, 2018.3.0b2, 2018.2.9f1, 2018.1.9f2, 2017.4.11f1
