[Layout] Created Empty GameObjects appears at random transform position instead of [0,0,0]
How to reproduce:
1. Create new project
2. Right click on Hierarchy Window
3. Create Object (empty object, cube, plane...)
Expected result: New GameObject appears at (0,0,0) transform position
Actual result: New GameObject has random transform postion (check the attached gif "ActualResult.gif)
Reproduce with: 5.5.2f1, 5.5.2p2, 5.6.0f1, 5.6.2f1, 2017.1.0b7, 2017.2.0b2
Note: Everything fixes then you set the layout to default (Download attached project file with specific layout)
