LayerMask doesn't return selected value
How to reproduce:
1. Open "LayerRepro" Unity project
2. Enter "testScene" scene
3. Select "GameObject" in Hierarchy
4. In the inspector view, Test(Script) component select TransparentFX in "Lm" drop-down menu
5. Enter play mode
Expected result: Console should print:

TransparentFX
1
TransparentFX
Actual result: Console printed:
2

This particular case has been investigated thoroughly and we have decided, in the interests of protecting the stability and features of Unity for users that rely upon the affected versions, to not address this fix for the time being. We understand that this will cause problems for some users, and so may address in a future version.
