Layer dropdown selection is persistent through projects
Reproduction steps:
1. Create a New Project
2. "Layers" -> Click on "Nothing"
3. Create a New Project
4. "Layers"
5. Notice that "Nothing" is already selected
Expected Result: Layer settings are set and saved per project, get reset to defaults on New Project
Actual Result: Layer settings are set globally
Reproduced with: 2020.1.0a21, 2020.1.0a9, 2019.3.0b7, 2019.2.10f1, 2018.4.11f1, 2017.4.33f1
