Latest "Tools" Overlay section is in floating state by default
How to reproduce:
- Open a new Unity project
- Observe the “Tools” Overlay in the Scene view
Expected result: “Tools” Overlay section is docked
Actual result: “Tools” Overlay is in floating state
Reproducible with: 2021.3.7f1, 2022.1.11f1, 2022.2.0b2, 2023.1.0a4
Couldn’t test with: 2020.3.37f1 (“Tools” Overlay is implemented in a different design)
Reproduced on: macOS 12.3 (Intel)

Just to be clear: the main issue is that when you quit unity with the toolbar in docked state, it does reopen in floating state.

Resolution Note:
Closing this as "As Designed" based on the reproduction steps describing the issue as occurring every time a *new project* is opened. Just like the layout of the whole editor, Overlay layout initializes to default and therefore the Tools overlay returns to its designated place for each new project.
If the user wants to change the default position when a new project opens, they can do so by opening the Overlays menu (using the ` shortcut), expanding the "Default" dropdown, choosing "Save Preset" and then confirming to overwrite the "Default" preset.
Note that there is an Overlays serialization issue affecting versions 2021.2.9f1 to 2021.3.7f1 that's causing Overlays to not retain their positions between sessions of the *same project*. This specific issue has it's own bug opened: https://jira.unity3d.com/browse/UUM-9975 and it's under investigation.
