Last Update time is not refreshed when clicking the "Refresh List" button
Steps to reproduce:
- Create or open any Project
- Navigate to Window > Package Manager
- Make sure either In Project, My Assets or Buil-in Package list is selected on the left
- Wait for some time to pass and click the "Refresh List" button at the bottom of the list
Actual results: In Project, My Assets and Built-in Package lists "Last Update" time doesn't update when refreshing the Package list by clicking the button
Expected results: "Last Update" time is updated upon clicking the time updating button
Reproducible with versions: 2023.2.0a2, 2023.2.20f1, 6000.0.15f1
Can’t test with versions: 2021.3.41f1, 2022.3.41f1, 2023.2.0a1
Tested on (OS): Windows 11
