[Labels] Label information of an asset are read from Library instead of .meta file
Steps to reproduce:
1. Open attached project
2. Select 'Cube.prefab' in project tab
3. Notice it has a 'Test' label on it
4. Open the assets folder in file explorer and open Cube.prefab.meta file
5. Delete the 'Test' label from it
6. Close the project and reopen it
7. Select 'Cube' prefab, notice that it still has the 'Test' label on it
Workaround: Manually reimporting the wanted asset seems to delete the label properly.
