It is possible to enable Collaborate and its features in the Editor when Collaborate package is not installed in the Project
How to reproduce:
1. Create and open a new Project
2. Remove the 'Collaborate' package from the Package Manager
3. Turn on collab in the Services window
Expected result: you are not able to enable collab, no related features are visible in the Editor
Actual result: you are able to enable collab, assets have 'plus' icon and you can select 'Collaborate' > 'Publish' option

Resolution Note (2020.2.X):
Extreme edge case that average users will not run into. Can be resolved by disabling Collaborate from the Services Window or installing the Collaborate package via the Package Manager.
