It is not possible to create a UIElements Editor Window when using One Column Layout
How to reproduce:
1. Open user-submitted project (Beta2018_3)
2. Set the 'Project' window layout to 'One Column Layout'
3. Select the 'Editor' folder and attempt to select the 'Assets > Create > UIElements Editor Window' option
Expected result: it is possible to create UIElements Editor Window
Actual result: the 'UIElements Editor Window' option is greyed out
Reproducible with: 2018.3.0a8, 2018.3.0b2, 2019.1.0a1
Could not test with: 2018.3.0a7 ('UIElements Editor Window' option not yet implemented)
