ISubmitHandler.OnSubmit is not being called when Update Mode is set to "Process Events Manually"
Reproduction steps:
1. Open the attached “BugRepro” project
2. Open the “Assets/BugAssets/SampleScene“ Scene
3. Enter Play Mode
4. In the Game View, select one of the two buttons using the mouse
5. Press “F” or “Enter” on the keyboard
6. Observe the Console window
Expected result: “Submit executed.” message is logged
Actual result: No messages are logged
Reproducible with: 1.11.2 (2021.3.45f1, 2022.3.51f1, 6000.0.24f1)
Not reproducible with: 1.11.1 (2021.3.45f1, 2022.3.51f1, 6000.0.24f1)
