[iOS] Unity UI ScrollRect is very unresponsive to finger flick gestures or quick swipes
Reproduction steps:
1. Open the attached project "Scroll-Repro.zip";
2. Open the SampleScene;
3. Make a build for iOS;
4. Launch the build on any iOS device;
5. Try to swipe very quickly, your finger should be in contact with the screen for the very
shortest period of time.
Expected results: the list will be responsive in the same way as every other list on iOS - for example, list on the web, or any email lists.
Actual results: the slower swipes/flicks work fine, but when you start to flick quickly, the list stops moving up or down.
Reproduced on: 2017.1.4p2, 2017.2.3p2, 2017.4.6f1, 2018.1.7f1, 2018.2.0b10, 2018.3.0a3.

It still exists in 2021. Any explanation why it's labelled wontfix?
It's a strange flaw and doesn't feel right -

I'm experiencing this issue in 2018.3 on Android as well. Scrollrects don't move if the swipe is fast or, sometimes if the touch is soft.

Low priority defect for the moment. This bug is unlikely to be fixed in the near future.
