[iOS] Frame rate of the XR application on iOS devices is affected when using "Application.targetFrameRate"
How to reproduce:
1. Build And Run the user’s attached “Unity-cardboard-bugs-clean.zip.zip” project on an iOS device
2. Observe the app
Expected result: App framerate is not 5
Actual result: App framerate is 5
Reproducible with: 2021.3.28f1, 2022.3.5f1, 2023.1.5f1, 2023.2.0b1
