[iOS] ASTC Libraries are not included in iOS Simulator SDK
Steps to reproduce:
1) Open the latest attached project.
2) Set the build target to iOS and set Target SDK to 'SimulatorSDK'.
3) Build for iOS.
4) Run the build on an iOS device via Xcode.
The build fails to decompress ASTC texture and crashes. This does not occur with 'DeviceSDK'.

5.4.6p2, 5.3.4f1
Did not reproduce:
5.5.0a6, 5.4.0p2
