Inverse Kinematics positioning does not work correctly when flipping model's container to negative 1x scale
How to reproduce:
1. Open attached project
2. Enter Play Mode
3. Use arrow keys, left and right to move the character
Actual results: flipping the container of the model is done incorrectly, one arm doesn't move
Expected results: model arms should both be facing the side model is turned to
Reproducible with: 2017.3.2f1, 2017.4.16f1, 2018.1.9f2, 2018.2.17f1, 2018.3.0b11, 2019.1.0a10

Resolution Note:
Algorithms and data structures used in IK are not compatible with non-uniform scales and will lead to undefined results. There is unfortunately no way to support non-uniform scaling with IK.
