Intellisense is unable to find anything inside the Plugins folder without the Visual Studio Editor package
How to reproduce:
1. Open attached project "Case_1308758_intellisense.zip"
2. Open the "test.cs" script
Expected result: No errors on the 'PathologicalGames.SpawnPool' line
Actual result: The type or namespace name 'PathologicalGames' could not be found in the Visual Studio
Reproducible with - 2020.2.0a8, 2020.2.3f1
Not reproducible with - 2018.4.30f1, 2019.4.17f1, 2020.2.0a7
Visual Studio Editor package is required as expected - 2021.1, 2021.2
