[Inspector window][HiDPI] Components icons "jitters" when resizing Inspector window
Steps to reproduce:
1. Create a new project
2. Set scaling to 125% in Windows display settings
3. Rescale Inspector window
Expected results: Component's icons don't change in size
Actual results: Component's icons change in size
Reproduced with: 2019.1.0a3, 2018.3.0b5, 2018.2.12f1, 2018.2.0b7
Not reproducible with: 2018.2.0b6
Regression introduced in: 2018.2.0b7
