Inspector scrolls up when moving mouse cursor on GameObject with a Polybrush tool selected
How to reproduce:
1. Open the attached project "case_1394643.zip"
2. Open the "SampleScene" Scene
3. Select the "Ground" GameObject in the Hierarchy
4. In the Inspector window expand the Material Components and scroll to the bottom
5. Open Tools > Polybrush window
6. Select any of the last 3 tools from the Polybrush window
7. Hover the mouse cursor on the selected GameObject in Game view
Expected result: Inspector scroll position remains about the same
Actual result: Inspector scroll position scrolls up
Reproducible with: 1.0.2 (2019.4.34f1, 2020.3.26f1), 1.1.2 (2019.4.34f1, 2020.3.26f1, 2021.2.8f1, 2022.1.0b4, 2022.2.0a2)
