InputSystem's OnScreenStick behaves differently when using ExactPositionWithDynamicOrigin and Isolated Input Actions enabled/disabled
How to reproduce:
1. Open the attached project "OnScreenStickBug.zip"
2. Enter Play Mode
3. In the Simulator window click on the white part of the bottom Joystick
Expected results: The black dot moves to the click position
Actual results: The black dot doesn't move
Reproducible with: 1.7.0 (2021.3.43f1, 2022.3.44f1), 1.9.0, 1.10.0 (2021.3.43f1, 2022.3.44f1, 6000.0.17f1)
Reproducible on: Windows 10 22H2
Not reproducible on: No other environment tested
